Passport Services

Passport Application Instructions

All full validity US passports are printed in the United States.  Approved passport applications are forwarded directly to the National Passport Center in the United States by express mail and the new passports are returned in the same way. Processing time from application to delivery for the new passports is approximately two weeks, although could take longer, depending on mail service and any customs delays.  Please plan your travel accordingly. An appointment is required for routine passport services. Please call 091-220-0125 during business hours (Sun-Thurs 8-5) to make an appointment.


Documentary Requirements (except for those applying in conjunction with an application for a Consular Record of Birth Abroad):


1. Proof of Citizenship (please bring one of the following original documents): 

  • Previously issued U.S. passport;
  • U.S. birth certificate (original or certified copy);
  • Certificate of Naturalization; or
  • Consular Report of Birth Abroad.

2. Proof of Identity (please bring one of the following original documents):

  • Previously issued U.S. passport;
  • Certificate of Naturalization;
  • Two different formal identity documents issued by a competent authority of the municipality, state, or country in which the applicant resides (e.g. driver’s license, National ID, University ID).
Please bring one copy of each of these documents as well as the original.
Please note that all original documents will be returned.

3. U.S. passport photographs:

  • Two identical photographs meeting the following parameters are required:  
  • The photograph must measure 2” x 2” (approximately 5cm or 50mm square) with no border. 
  • The background must be white. The face should cover about 50 percent of the photo and measure between 1” x 1 3/8” (25mm to 35mm). 
  • The photo must be full face with the applicant looking straight into the camera. 
  • The hair should be visible from the crown and the ears should be exposed. Hats or other headgear which completely obscure the hairline should not be worn in passport photographs, unless the headgear is part of religious attire which is worn daily. Headgear worn as religious attire is acceptable as long as the face is not obscured. A signed statement from the applicant regarding the religious nature and the daily use of the headgear may be required in questionable cases.

NOTE:  ICAO standards for passports, with which the United States has agreed to comply, require that every passport contain a full-face photograph to identify the bearer. This requirement cannot be waived. 

4. Passport Applications for Minors (under age 16)

  • Both parents of children under the age of 16 will need to appear to sign a passport application form.  They will need to present the child’s birth certificate and the parents’ U.S. passports or other form of government-issued identification.  If both parents cannot appear,  the parent who will not be present must complete Form DS-3053, which must be brought to the appointment.

Procedure:

Complete the appropriate passport application form (DS-11 or DS-82) on line and print out the application.

 

You may use passport application form DS-82 only if: you have been issued a U.S. passport in your name within the past 15 years; you are able to submit your most recent U.S. passport at the time of application; and you were at least 16 years of age when your most recent passport was issued.  If the passport you are applying for is a replacement for a lost, stolen or mutilated passport you must use for DS-11.

  1. Call us at 091-220-0125 during business hours (Sun-Thurs 8-5) to make an appointment.
  2. Submit the application and required supporting documents to the Consular Section at the U.S. Embassy.  All applicants are required to appear in person to submit passport applications.  You must sign your application before a Consular Officer.
  3. Pay the required fees: $85 for a minor application (under 16), $75 for an adult renewal, or $100 for an adult first-time issuance or replacement passport.  All fees must be paid in cash in U.S. dollars, or Libyan Dinar equivalent.

     

Additional Requirements for Lost or Stolen Passports:

  1. Applicants must present the original Libyan or other police report concerning the circumstances of the loss or theft; and
  2. Applicants must complete a Statement Regarding a Lost or Stolen Passport (DS-64).
